Elderly/Disabled (Circuit Breaker) Property Tax Credit Program 2022

Property Tax Credit (Circuit Breaker) Program is available to all CT real property owners who are age 65 or older or totally disabled.  Annual income cannot exceed $38,100 for an individual or $46,400 for a couple in 2021.  Discounts are based on a graduated income scale and are calculated by your town’s Tax Assessors Office.  Discount is applied directly to the applicant’s real property tax bill.

Applications are accepted between February 1 and May 15, 2022.

TVCCA Assistance Program 2021-2022

Eligibility is based on income, family size, assets, and expenses. 

Energy Assistance ~ Provides assistance towards a homes primary source of heat – oil, natural gas, electricity, propane, kerosene, coal, wood or wood pellets.

Water Assistance ~ This is a one-time water assistance benefit to help with restoration of household water services to disconnected homes; reduction of overdue water bills; and prevention of service disconnection.  Help is available for both household water and wastewater bills.

Income Limits:  Household Size: 1 2 3

Annual Income     $39,027 $51,035 $63,044

Payments are made directly to your utility, fuel or water provider.

Counseling Services available on Mondays, Wednesdays and Thursdays

The Rose City Senior Center offers counseling services for our Senior Center members.  Individual and Family Counseling for positive mental health and well-being is available.  In-person appointments are scheduled on Mondays, Wednesdays and Thursdays or talk with a counselor by phone.

Appointments are available with:

Kerri Redner, Licensed Clinical Social Worker, Mondays 9:00-12:00pm and Thursdays 10:15-12:15pm. 

Angelo Callis, Licensed Marriage and Family Therapist, Wednesdays 12:00-2:30pm.

Thursday, June 16th- Trip to Boston Red Sox Game or Boston on Your Own

June Day Long Trip – This trip is open to any adult, 18 years old and older.

Enjoy a great afternoon watching the Boston Red Sox play the Oakland Athletics at Historic Fenway Park.  Great seat location on the third base side in Grandstand section 31.  These seats are located under an overhang (so no sitting in the sun) and have an awesome view of the action on the field!

Our coach bus will drop us off and pick us up next to Fenway Park.  We will arrive with enough time for you to enjoy lunch at one of the many local restaurants outside of Fenway or in plenty of time to watch all the warm-up action on the field before the game. (Game time 1:10 p.m.)

COST: $95 per person includes transportation and game ticket. Driver tip is not included.

A great opportunity to visit Boston for some fantastic sightseeing, fun shopping and wonderful restaurants or buy your own Red Sox tickets and ride to Fenway Park with us!  Your drop off and pickup location will be next to Fenway Park.  There are multiple sites to visit within walking distance or take a “T” (Boston Subway) and explore farther.  Please plan your own trip and locations to visit before you arrive.  We will be leaving Boston approximately 5:00 p.m.

COST: $35 per person includes transportation. Driver tip is not included.

Thursday, May 12th, “My Fair Lady” performing at Providence Performing Arts Center, RI

May Day Long Trip – This trip is open to any adult, 18 years old and older.

Our first stop is the Providence Place Mall were you will have time on your own to have an early lunch.  After lunch, we head over to the Providence Performing Arts Center for our 1pm matinee performance of Lerner & Loewe’s musical My Fair Lady!

One of the most beloved musicals of all time, My Fair Lady is back on Broadway in a lavish new production from NYC’s Lincoln Center Theater – the theater that brought you the Tony Award winning revivals of South Pacific and The King and I.

Directed by Tony winner Bartlett Sher, My Fair Lady tells the story of Eliza Doolittle, a young Cockney flower seller, and Henry Higgins, a linguistics professor who is determined to transform her into his idea of a “proper lady.”  But who is really being transformed?

My Fair Lady’s amazing score includes “I Could Have Danced All Night,” “The Rain in Spain,” “Wouldn’t It Be Loverly” and “On the Street Where You Live”.  The original 1956 production won six Tony Awards including Best Musical and was hailed “one of the best musicals of the century”.

The American Lung Association’s Freedom From Smoking® program is designed to give you the support you need in a comfortable, confidential setting offered virtually via ZOOM.  Get assistance in preparing to quit using tobacco, taking that first step to quit and helping you not return to tobacco use.  This program also helps you prioritize other healthy behaviors that support a tobacco-free lifestyle.

This program is being offered by Uncas Health District and is open to anyone who lives or works in Southeastern Connecticut.  This program is FREE and includes FREE nicotine replacement therapy.

Rusty Cowan- Artwork for Sale

We are sad to announce the retirement of our dear painting friend Rusty Cowan from the Tuesday morning Art Class.  He has generously decided to donate some of his paintings to the Rose City Senior Center to sell.  You can view these beautiful paintings in the Front Lobby Displace Case across from Reception.  The Senior Center will also keep a selection to display on our walls for all to enjoy.

Thank you Rusty for the wonderful donation!  The Art Class will very much miss you.

Sandra Gaitan-Brown, Lead Program Community Liaison, from the City of Norwich Community Development Office will be here to answer questions on the following loan programs.

Owner Occupant Income Limits (# in Household):  $55,950 (1), $63,950 (2), $71,950 (3)

  • Property Rehabilitation Program

0% interest deferred loan for roofs repairs/replacement, windows, heating systems, electrical system repairs, Handicapped accessibility improvements and more.

Owner/Occupant individuals 62+ : 0% interest loan is due 30 years from the date of the lien or at the transfer or sale of the property or if the owner no longer resides in the premises.

  • Lead Paint Hazard Control Program

0% interest deferred Lead Grants/Loan and forgiven at the rate of 10% per year for owner/occupant.   No payments are required unless the property is sold or transferred within 10 years of completion.

 

Face Masks Requirements

If you are not fully vaccinated, a face mask which fully covers your nose and mouth are required to be worn while in the building.

Face Masks are also required to be worn by everyone using our transportation services or being seen in our Health Clinic.
